Bong Go backs bill for inclusive education: ‘all learners, regardless of their abilities and disabilities, have the right to access quality education without discrimination’

 

 

Suportado ni Senator Christopher “Bong” Go ang panukala na magbibigay ng garantiya at pasilidad sa learners with disabilities sa inclusive education.

Sa kanyang mensahe sa Senate session, araw ng lunes, November 23, hinimok nito ang gobyerno na ipagpatuloy ang commitment na tiyakin na lahat ng learners with disabilities ay magkaroon ng right to access sa quality education ng walang diskriminasyon.

“Education is a constitutionally enshrined right which the State must protect and promote. Thus, ensuring education for all should be a top priority. For this to be achieved, it is vital that opportunities to learn and receive quality education are accessible to all those who so desire,” sabi ni Go.


Ang Senate Bill No. 1907 o “an Act Instituting Services and Programs for Learners with Disabilities in Support of Inclusive Education, ay naglalayon na magbigay ng free support services at programs na nakatuon para sa pangangailangan ng differently-abled learners.

Ang programs and services na ito ay ipatutupad sa pamamagitan ng Inclusive Learning Resource Centers (ILRCs) na itatatag sa bawat munisipalidad at lungsod sa buong bansa.

Maari rin i-set up sa mga eskuwelahan ang Satellite ILRCs, habang ang existing special education centers ay maaring i-convert sa ILRCs.

Ang bawat ILRC ay tatauhan ng teachers with special training, teacher aides, licensed social workers at iba pang allied professionals na trained kung paano mag-interact at turuan ang learners with disabilities.

At para ma-enhance ang kalidad ng edukasyon, nirerendahan ng panukala ang mga eskuwelahan, child development centers at ILRCs na i-develop ang Individualized Education Plans (IEP) na tugunan ang unique educational needs ng bawat mag-aaral.

Layunin ng IEP na i-develop ang talento at paghusayin ang mga kakayahan ng learner sa hangarin na makamit ang greatest possible self-sufficiency at independent living.

Ang IEPs ay ipatutupad ng multi-disciplinary team na binubuo ng relevant specialists, tulad ng educational psychologist, speech at language therapist at neurological psychiatrist, at iba pa.

Inaatasan din ng panukala ang
centers na magpatupad ng Child Find System (CFS).

Ang CFS ay isang sistema para i-locate at i-evaluate ang learners with disabilities na dipa nakatatanggap ng basic education services, at i-facilitate sila sa general education system.

Panghuli, ang Bureau of Inclusive Education sa ilalim ng Department of Education ay itatag para ipatupad ang provisions ng panukala, i-adopt ang national policy sa inclusive education, at ihanda ang update sa multi-year roadmap.

Pangunahing responsibilidad ng bureau na i-monitor ang operations at suriin ang performance ng ILRCs at partner schools.

Sa pagpapatuloy ng kanyang talumpati, kinilala ni Go si Senator Sherwin T. Gatchalian, sponsor ng panukala para palawakin at
pag-husayin ang access sa quality education sa bansa. Naghayag din si Go ng pagnanais na i-co-author ang bill.

“We must aim to make education not only inclusive but responsive as well. I commend the good sponsor for pushing for this measure and would like to request that I be made co-author of the same,” pagtatapos ni Go.
