Suma Total sa Straight to the Point: Internal Cleansing

Davao City- If there is one agency of the government today that is most misunderstood, it is none other than the Philippine National Police: Gisaligan kini sa nasud nga maoy manalipod kanato kontra sa mga internal o domestic threats apan nabulit usab kini karon sa dili ti-aw ug dili komedyang mga isyu, iskandalo, anomaliya ug akusasyon nga padayong naghasol ug naghagit sa imahe ug integridad niini.

With 170,000-strong manpower and fighting personnel, it is very hard to ensure internal discipline despite avowals by no less than Pres. Rodrigo Duterte that he desires to have a police establishment that we can truly be proud of: Well-compensated, well-armed, on high morale and willing to die for the country.

Madala pa ba kini ug simpleng reshuffling or ‘Balik-Kampo’ strategy lamang?

Here’s what we need to do: File ASAP appropriate criminal and administrative sanctions, not mere reshuffling, re-orientation, re-education or reassignment or organizational overhaul, not even abolition because the new agency that may be established by law may just turn out to be a ‘new dog with old collar, or old dog but with new collar’ – corrupt gihapon to the core!

More than just mere cosmetic reforms, what the national police urgently needs today is moral transformation, internal reforms, a change of heart, a change in men not of men alone. I believe no amount of external, superficial or skin-deep changes will improve the image of the country’s police force.

Kasamang June Duterte
