Hinamon ni Sen. Grace Poe ang Dito Telecommunity Corp. na maglatag ng serbisyo sa ‘unserved at underserved’ remote areas sa bansa.
““By strategically fulfilling its commitment to meet the said number of barangays mostly in the NCR area where it’s the easiest way to go about it, Dito is literally giving us the bare minimum of what it committed to do,” paliwanag ni Poe.
Nauna nang inisa-isa ni Poe, chairperson ng Senate public services committee, ang mga ipinangako ng Dito sa gobyerno na magjging basehan sa pag-renew ng prangkisa nito na mapapaso sa 2023. Kabilang dito ang kakayahan ng third telco na magkaloob ng minimum standard na 27 mbps speed para sa internet connection sa unang taon nito, at dapat nitong ma-cover ang 37 percent ng populasyon.
“So after they show that they are able to honor their commitments and provide for all of those, then that will be a basis for us to determine if they’re really eligible for another 25 years,” anang senadora.
“Dito will actually do a test run and said they were able to cover thousands of barangays, so we would actually want to go to one of those barangays and see if there’s been a marked improvement in their connection,” sabi pa ni Poe.
“We can always see the numbers, but unless you’re actually the end user and experience how it performs, you can’t really vouch for it,” dagdag ni Poe.
Sa huling pagdinig ng Senado ay kinuwestiyon ni Poe ang paglalatag ng Dito ng serbisyo pangunahin sa Metro Manila sa halip na sa mga barangay sa ‘unserved at underserved’ areas.
Nagpahayag din ng pangamba ang mga senador sa partnership ng Dito sa China Telecoms, lalo na sa pag-iral ng batas sa China na nag-aatas sa lahat na i-report sa Chinese government ang anumang impormasyon na hinihingi sa mga ito.
Ayon kay Sen. Risa Hontiveros, sa ilalim
ng Chinese law, ang isang Chinese corporation ay obligadong makipagtulungan sa intelligence-gathering efforts.
Nauna na ring nagpahayag ng pagkabahala si Hontiveros sa bagong pag-aaral ng CreatorTech na nagsasaad na “ang ChinaTel ay direktang nagre-report sa Chinese Ministry of Industry and Information Technology, at ang ChinaTel ay may malapit na ugnayan sa China’s Armed Forces.”
“Time and again, I have raised concerns regarding China-owned Dito telco’s intrusion in the country. The revelations in CreatorTech’s new study are not surprising, given that many of our own experts have already flagged national security issues,” pagbibigay-diin ni Hontiveros.
Nagpahayag ng pagkabahala si Hontiveros sa bagong pag-aaral ng CreatorTech kung saan lumitaw na direktang nagre-report ang ChinaTel sa Chinese Ministry of Industry and Information Technology, at ang ChinaTel ay malapit sa Armed Forces ng China.
“This fact alone is alarming enough, especially at a time when China continues her adventurism in contested territories in the West Philippine Sea,” pagbibigay-diin ni Hontiveros.
“This (Dito) is a proxy of a Chinese regime intent on pushing its weight around and imposing its will upon the region,” dagdag pa niya.
Hinimok ng senadora ang Senate Committee on National Defense na agad na dinggin ang kanyang Senate Resolution 137 na kanyang inihain noong 2019 na humihiling na imbestigahan ang AFP-Dito deal.

Sinabi pa ni Hontiveros na paulit-ulit na siyang nagbabala na ang ChinaTel, “na may 40% stake sa Dito, ay 100% na pag-aari ng People’s Republic of China” at “naniniwala rin ang CreatorTech na mahalagang mailabas” ang babalang ito.
Ang babala ni Hontiveros ay base sa isang telecommunications study na ipinalabas kamakailan ng Creator Tech, isang ASIA Pacific consulting firm na naka-base sa Australia.
Ang pag-aaral na may titulong, “A Study Into The Proposed New Telecommunications Operator In The Philippines: Critical Success Factors and Likely Risks,” ay nagpahayag ng pagkabahala sa pambansang seguridad at sa pagpili at napipintong operasyon ng Dito Telecommunity-China Telecom bilang third telco player ng bansa.
Nang manalo ito sa bidding para maging third telco ng bansa noong 2018, ang Dito, na dating Mislatel, ay nagsumite ng form na kinabibilangan ng listahan ng 7,425 barangays na ipinangako nitong seserbisyuhan sa unang taon ng aplikasyon nito.
“We are very excited for a third telco to come in, but we are here to safeguard the commitments it made to the government for the benefit of our people,” sabi ni Poe.
