Idineklara ng Anti-Terrorism Council (ATC) si Maria Natividad Marian Silva Castro na may mga alyas na Doc Nati/Naty/Yam/Agi/Kyle/Prim/Milo bilang terorista base na rin sa Resolution No. 35 ng ATC.
Si Castro na nagsilbi ng dalawang dekada sa community health work sa Agusan at dating secretary-general ng human rights group Karapatan Caraga ay inaresto ng mga awtoridad sa kanyang tahanan sa San Juan noong isang taon dahil sa pagkakadawit nito sa kidnapping at serious illegal detention sa isang Citizen Armed Force Geographical Unit (CAFGU) member sa Sibagat town, Agusan del Sur noong December 29, 2018.
Ayon pa sa pulisya si Castro ay miyembro ng Communist Party of the Philippines (CPP) Central Committee at pinuno ng New People’s Army-National Health Bureau (NPA-NHB).
Maliban kay Castro, deklarado rin bilang terrorist group ang Al Khobar alyas Al Khobar Group/Al Khobar Salahuddin Hassan Group/Al Khobar Di Hassan/Alkhobar/Alquobar.
Ang Alkhobar Group ay sangkot sa serye ng bus bombing, extortion activities at iba pa partikular na sa Mindanao.
Pirmado ang resolusyon ni ATC Executive Secretary at Chairperson Ret. Chief Justice Lucas Bersamin at National Security Adviser Vice Chairperson Secretary Clarita Carlos.
