Nilagdaan ni Pangulong Rodrigo Duterte ang Executive Order No.137 na layong mapabilis pa ang mga tulong at ayuda sa panahon ng krisis, kalamidad at emergencies.
Batay sa EO 137 o “Aid and Humanitarian Operations Nationwide (AHON)” Convergence Program, kailangan iangat at maisaayos ang lahat ng tulong at pag-agapay ng national government sa mga apektadong sektor ng komunidad.
Ang nasabing EO rin ang magtatakda sa mga gagawin ng mga ahensya ng pamahalaan para sa koordinasyon ng pagbibigay ng tulong gamit ang digital platforms.
Kabilang naman sa programa ng AHON ang agarang pamamahagi ng food and non-food relief items; livelihood assistance; educational cash assistance; burial assistance; transportation assistance; employment assistance; medical and health assistance; direct financial assistance; at infrastructure preparedness and rehabilitation phase.
Itinakda rin ng EO ang paglikha ng AHON Committee na pamumunuan ng Office of the Special Assistant to the President katuwang ang Department of Social Welfare and Development (DSWD) bilang vice chair.
Magiging miyembro nito ang Department of Trade and Industry DTI), Department of Agriculture (DA), Department of Health (DOH), Department of Science and Technology (DOST), Department of Labor and Employment (DOLE); at ang Philippine Charity Sweepstakes Office (PCSO).
