Sa iya speech ginsiling sang alkalde nga ginaabi-abi niya ang assignment ni C/Insp. Jovie Espenido sa Iloilo.
Paagi sini nagapati ang alkalde nga makita ni Pres. Rodrigo Duterte ang paghimakas sang syudad sa pagpakig-away kontra sa illegal nga droga.
Ginatugyan na lamang ni Mabilog ang tanan sa Dyois bangud nagapati sya nga ang nagakatabu s iya kabuhi subong mission nga ginhatag sang Ginoo sa iya.

Again…we stand by the truth and what is righteous. Kung ano ang kamatuoran kag kung ano ang husto bangod nakita niyo man ang effort nga ina nga nahimo naton para untaton ang illegal nga droga diri sa syudad.
Hopefully that ang effort naton could reach our President because almost one year that the war against illegal drugs has been a top priority of our administration since we got elected on our third and final term. We have made breakthroughs and these have been recognized but then again, we have to sustain these programs.
I cannot do this alone. The police and PDEA cannot do this alone, it requires cooperation and support of every Ilonggo especially ang empleyado diri sa City Hall. There are a lot of us here that compromise our community in the barangay, we should cooperate and should support each other.
We welcome the arrival of chief inspector Espenido to the city of iloilo. This would be an opportunity for the President to know through Chief Inspector Espenido about what we are doing and what we have done since 2010, 2013, and even since 2016 especially when the President declared the war on illegal drugs because again he is the drug buster and didto makita naton nga makahimo man siya, siya man nagsiling nga he will gather evidence first, he will investigate and that is also the directive of the President – to apply the rule of law and who knows that diri sa iya pagbisita, iya makit-an ang kamatuoran and diri mapalab-ot sa bug-os nga Pilipinas kag sa bug-os nga kalibutan nga diri sa syudad snag Iloilo nga aton nabululigan nga matapna sang hugot ang ilegal nga druga sa syudad sang Iloilo.
Akon man gina klaro nga ang syudad lain man sa probinsya . Ang probinsya may ara man sila sang ila nga mga efforts. Kag kung kis-a makita niyo man nga kung magsulat sila, “City of Iloilo” sa iban nga banwa naga katabo, ti basi nagaka count sa aton diri because diri nahimo ang balita, city of Iloilo, pero makita mo sa iban nga lugar.
That is why ang aton nga awtoridad, ang aton area, diri sa syudad snag Iloilo kag nakit-an niyo man ang aton prograama, after the Tokhang operations, ang tanan nga surrenderees , amat amat nga gina pa undergo naton sang aton nga treatment and rehab center courtesy of CHO upod sa DSWD, sa DOLE, TESDA sa DOH kag sa aton PRO-6 para mag provide sang after care support like capital para sa negosyo, obra para sa wala trabaho kag training sa mga wala skills kag abilidad sa TIIC kag sa aton TESDA.
Of the 3180, may ara kita 1200 nga naka undergo na treatment and rehab and have availed of the services through different departments of the nat’l government. Ang wala pa, ang aton PRO6 nag undergo subong Tokhang Reboot, buot silingon, nde kami kontento sang 3, 180 and gina cull out kag pangita kung sin-o pa gid sa brgy ang nagka bilin.
Pangatlo, ang indi gid ya magsuporta, aton nga ginabuligan sang city government kag gina suportaran ang aton PDEA kag aton nga kapulisan sa tagsa tagsa ka operations para mapa siguro nga ang wala nag surrender kag naga apdayon nga naga intra sang ila kaugalingon sa ilegal nga droga, madakpan. That is why since 2016, may ara 376 positive operations nga gin conduct sang aton PDEA kag kapulisan.
Again, we re-emphazise that it takes a village to raise a child and all that we are doing here is answer to the call sang aton President on his war against illegal drugs. We have to stop the entry of illegal drugs in Iloilo City. Ang report in Iloilo City is there is no drug laboratory or warehouse, there is no marijuana plantation, ti diin ni gahalin? Halin sa iban nga lugar nga naga sulod diri. That is why nga ini nga semana, supposedly we are going to call for special ICADAC meeting to talk to PDEA and Police because the city government again is going to support PDEA and the police including the Coast Guard with the rentals of K9 dogs to lock down our city kung diin manog sulod na mga prutas bangod nag “ber months” nga dapat nga mabantayan ang pagsulod, as well as naga agi diri. Kay kung makita naton pagpanaog deretso gwa halin sa gin halinan nila, wala man sila narikisa, wala man sila K9 dogs so ang tendency maga sulod gid diri sa aton syudad.
So again, we have to support and cooperate. We have to be alert and we have to show that our city is not like not what it is perceived to be. Nagselebrar Charter Day, it was a big celebration, it was a successful celebration, it talks about our identity as Ilonggos of Iloilo City. Yes it was successful but again this challenge is a big challenge for us and only we, kita nga mga Ilonggos could erase this stain, ang ini nga mantsa nga ang tapik indi lang sa akon nga alkalde kundi sa tagsa nga mga Ilonggo sa syudad sang Iloilo.
Bululigan ta ini tanan and of course as we welcome Chief Inspector Espenido, let us to show to him and let us show to our dear President that here, illegal drugs has no place in Iloilo City. Sang nagligad nga semana, two weeks ago, nagsiling si Presidente medyo wala na, I don’t know what happened. So again, sustain naton ini, kita nga mga Ilonggo, himuon naton tanan tanan.
Mahapos lang tani para sa akon, pwede nlang ko tani maka resign kay para magtawhay nalang ang aton nga syudad para… I don’t know kung ano matabo. But I have the mandate of the Ilonggos of Iloilo City to serve as mayor until 2019, and I will stay because first and foremost, I have never protected anyone against illegal drugs even any form of criminality, wala ko may natawgan maskin sin-o nga indi siya pag tandogon or indi siya pagdakpon or kung madakpan siya, pag gwaon, wala gid. Never! Much more, I have never used maskin isa, maskin elementary, high school, college, maskin professional na ko, wala gid ko katilaw sang ilegal nga droga kag wala gid ko kaagi baligya, wala ko kakilala ano tsura niya na.
I have been doing my best. Bal-an niyo man siguro, nakita niyo man ang syudad sang Iloilo halin sa pag pungko bilang alkalde. Ang expertise ko is public administration, urban planning, developmental planning. Sang pag mayor ko, wala man naka sulat dira nga kung magpadalagan ka mayor amo ni qualifications mo dapat. Ti ang peace and order isa ina sa akon nga weaknesses because indi ako expert dira, wala ako exposure. But I tried my best. I totally relied on those who are experts, the police and the PDEA regional director. Witness man kamo da especially ang members sang ICADAC and CPOC, witness man kamo da, and that you have been attending kag gina isa isa ko na and I totally relied on their reports every station commander gives the report. The city police director gives the report , the PDEA gives the report over the past 7 or 8 years, 7 years since 2010 every quarter kung ano pangayuon nila sa akon.
Sang 2012 nangayo PDEA, nagmuno sila nga they need detention facility, PDEA regional office, gin sabat sang city government kag gin butangan sila till today ara detention facility. Nangayo PDEA para sang sakyan sang ila K9 kay nde nila ma transport, gin hatagan sang city government from our peace and order funds. Nangayo sila 4 ka motor, gin hatagan ta man sila 4 ka motor para madasig ang ila pag respond sa report.
Ang police naton, ang suporta halin sa SWAT pakadto sa ila back-to-back, salakyan, motorsiklo, armas, gin hatagan snag aton syudad paagi sa aton peace and order funds. Police stations, duha ka police stations-Molo and Mandurriao- aton nga gin patindog para mangin kumpleto ang ila facilities. Wala kita nagkulang according to my ability and my knowledge.
If it is not enough, I publicly would like to say I am sorry, I apologize to the media, to the people of Iloilo City if it is not enough. But then, I did exert everything but one thing I am quite sure of, with God as my witness that I have never protected anyone, especially in illegal drugs. Never. I will never do that. Probably this challenge is a mission of our Lord. I am a Christian,. We are all Christians. Some of us here are brother Muslims. God is the beginning and is the end. He is the Alpha and he is the Omega.
In 1 Corinthians, he said he has already planned everything for us. Kung nde mo na luyag matabo, kung ara na sa iya plano, matabo ina. Biskan gatindog ako dri subong kag gusto niya mapatay ako, matabo na lang ko di nga mapatay. Anybody because that is His plan… All we have to do is submit ourselves to Him.
Have faith, submit, and call on his name that is in John 13:13. Call on His name and He will give you what you want. This is not about me, because mayors come and go. This is my last term, two years na lang bilin sa akon. This is about Iloilo City, this is about Iloilo City and I call on every Ilonggo. Sa tanan nga Ilonggo kung diin ka man nga sector naghalin, buligan naton ang aton syudad. Let us do our own part. Amo ina ang mensahe ko sang didto sa selebrasyon sang parade, Sinadya sa Iloilo. Let us do our own part and let us give everything to God. Leave everything to God because He will do the rest for us.
Prayers lang. Pray for our President. Pray for our nation. Tn-awa bala, damo ang mga nagakatabo, damo man issues sa national, ti indi kita Filipino? Dala man kita da. Suportaran naton ang liderato sang present administration because whatever happens, Filipino kita tanan, Iloilo is part of the country.
Ti nagapasalamat kita sa Presidente because nag dinner or lunch sila upod sa ginikanan ni Kian, and then siling sang Presidente, you have to follow the rule of law kag amo na gina sandigan naton. Second pray for our city, for every Ilonggo and pray for your Mayor. That is my prayer for each and everyone.
