Baguio, Philippines – Mayor Benjie Magalong brainstorms with barangay heads on how to improve the system of implementing the Social Amelioration Program (SAP) in the barangays. They discussed ways to address complaints on the alleged unfair system of identifying beneficiarues and to speed up the procedures on the selection and screening of the beneficiaties until the releasing of the funds.
