Ala-1:00 mamayang hapon sa plenary hall ng Batasan Pambansa ay sisimulan ng mga miyembro ng House of Representatives ang pag-constitute bilang “Committee of the Whole.”
Ito ay para talakayin ang Resolution of Both Houses o RBH no. 7 na nagsusulong ng pag-amyenda sa mga economic provisions sa 1987 Constitution sa pamamagitan ng Constituent Assembly.
Ang mosyon hinggil dito ay isinulong ni House Deputy Majority Leader at Iloilo Rep. Janette Garin sa session kahapon kung saan walang tumutol kaya pinagtibay agad ng tumatayong presiding officer na si House Deputy Speaker at TUCP Partylist rep. Democrito Mendoza.
Magsisilbing chairman ng Committee of the Whole si House Speaker Ferdinand Martin Romualdez habang si House Majority Leader Manuel Dalipe ang senior vice chairman.
Gaganap naman bilang vice chairman ng Committee of the Whole sina house Senior Deputy Speaker Aurelio Gonzales Jr., at House Deputy Speaker David Suarez.
Magiging floor leader naman si Mandaluyong Rep. Neptali Gonzales II, at Assistant Floor Leaders sina Reps. Janette Garin, Lorenz Defensor at Marlyn Primicias-Agabas.
