Pinasasampahan ng kaso ng House Committee on Good Government and Public Accountability si dating Department of Information and Communications Technology (DICT) Sec. Eliseo Rio.
Ang rekomendasyon ng komite ay kaugnay sa umano’y iregularidad na pinasok na kontrata ng DICT kasama ang United Nations Development Program (UNDP) para sa P1.3 billion National Free Wi-fi project.
Ayon kay DIWA Party-list Rep. Michael Aglipay, Chairman ng komite, naaprubahan ang committee report noong December 15 matapos ang serye ng pag-dinig.
Batay sa rekomendasyon, pinasasampahan ng reklamo si Rio dahil sa paglabag sa section 3 ng RA 3019 Anti-Graft and Corrupt Practices Act at section 4 ng RA 6713 o Code of Conduct and Ethical Standards for Public Officials and Employees kaugnay sa pagpapatupad ng Free Internet Access in Public Areas Act (FIAPA).
Naging negligent o pabaya umano ang dating kalihim sa pagpasok sa UNDP agreement at sa pagpapatupad ng 6,000 free WiFi sites.
Pinakakasuhan din ang mga public officials at private entities o individuals na sangkot sa umano’y undervaluation ng imported IT equipment para sa DICT-UNDP Pipol Konek Project.
Kasama rin sa rekomendasyon ang pagrepaso at pagbuo ng mas episyenteng panuntunan sa koordinasyon ng DICT, government agencies at Local Government Unit para sa pagpapatupad ng libreng internet access.
