Apil usab sa charge sheet si Cesario Advincula, Jr., President/Chief Executive Officer sa IVAN CARR Industrial Supply and Construction, Inc. (IVAN CARR) nga maoy gikatransaksyon sa nahisgutang mga opisyal niadtong Mayo tuig 2011.
Gisundan sa Office of the Ombudsman ang nasangpit nga kaso pinaagi sa National Bureau of Investigation-Pagadian District Office sa nakalabay nga bulan sa hunyo tuig 2016 diin nasuta sa mga imbestigador nga niadtong Mayo 2011 ang munisipyo sa Tukuran mipalit og usa ka unit nga Chenggong MG1320C motor grader nga mokantidad sa kapin P9 milyones.
Gilapas ni Villamero og sa mga BAC officers sa Government Procurement Reform Act kun Republic Act No. 9184.
“There is evidence to prove that respondents conspired, with manifest partiality, evident bad faith or gross inexcusable negligence, to rig the procurement process in order to award the contract to IVAN CARR. Taken together, the aforementioned irregularities undermined the principles of transparency and competitiveness in the bidding process .” sumpay sa resolution sa Ombudsman.
