Ang Biliran usa ka island province sa may Eastern Visayas nga bahin. Usa ni sa pinakagamay ug pinakabag-o nga probinsya sa nasud. Kaniadto usa ra ni siya ka sub-province sa Leyte apan niadtong 1992 gidiklara na ni nga independent province.
Tungod sa bagyong Urduja naay pipila ka infrastructure sa Biliran ang naguba sama sa mga tulay ug kadalanan. Dungan sa pagkahugno sa maong mga infrastructure ug pagkadaot sa agriculture didto mao pud ang hugot nga pag-ampo sa katawhan niini.
Gabii sa December 16 nabantayan naku sa facebook ang usa ka post sa usa ka Henessa Delima Santos. Usa siya ka lumad nga taga Biliran nga nagpadayag sa iyang gibati kabahin sa nahitabo sa iyang hinigugmang isla. Mao ni ang iyang pag-ampo:
“Today is probably one of the saddest days for us Biliranons. We are under the state of calamity. Some roads and bridges are down, hence unpassable. Floods and landslides were everywhere. We cannot contact some of our friends especially those who are not living within the poblacion area. It’s Christmas season but it’s total darkness here in our province. Lord, the giver of life, be our strength; help us overcome this tragedy. With your grace and mercy, we will be able to rise again. Mama Mary, mother of all, continue to intercede for us. Everyone, we need your prayers. Thank you.”
Hinaot pa mga idol nga matabangan nato siya sa pag ampo alang sa tibuok nga Biliran. E apil pud nato sa pag ampo ang tanang probinsiya nga nabahaan ug grabeng naapektohan sa bagyo.
