Lusot na sa House Committee on Reorganization ang panukala para sa pagtatatag ng Department of Disaster Resilience (DDR).
Ang DDR ang magsisilbing national agency na siyang mag-cecentralize sa rehabilitation, rescue, response, recovery at reconstruction tuwing may kalamidad.
Sa ilalim ng panukala, magtatalaga ng Secretary, undersecretaries, assistant secretaries at directors ang DDR na may paunang pondo na P10 bilyon.
Paiiralin din ang tinatawag na joint operation supervision sa pagitan ng DDR at ng ilang ahensya tulad ng PHIVOLCS, PAGASA, Geo-Hazard Assessment and Engineering Geology Section ng Mines and Geosciences Bureau (MGB), at Bureau of Fire Protection (BFP) para bumuo ng sistema at protocol upang maging tuluy tuloy ang palitan ng mga kaalaman, data, information technology, mga pasilidad at iba pang resources.
Ang Office of Civil Defense ang magsisilbing core organization ng DDR at hahawakan na rin nito ang trabaho ng Climate Change Commission Office, Health Emergency Management Bureau ng Department of Health (DOH), Disaster Response Assistance at Disaster Response Management Bureau ng Department of Social Welfare and Development.
