Davao City – Our problem definitely is not the lack of laws, rules and regulations: Our dilemma lies in our persistence in enforcing or implementing such government directives.
Ang apan kanato dili ang haguka nga matang sa pamalaud kon dili ang kakulang sa determinasyon nga kini atong hugot nga mapatuman – ma-traffic rules and regulations man kana, ma-kampanya kontra tax evasion or madagku man kana nga krusada sama sa war on drugs, anti-criminality or campaign versus corruption in or outside government.
Enforcement, execution, implementation – that is our worst problem. We Filipinos usually start our campaign or advocacy with much hoopla and publicity, only to die its natural death because of our own inconsistency, ‘sitting pretty’ attitude, ‘mañana habit,’ absence of commitment, the lack of political will and continuity or perhaps because of our very own plain and simple neglect or indifference.
The sooner we realize that the problem lies inside of us, within us – and not outside of us – the faster we can make the necessary amends and thus improve our efforts at better enforcing traffic guidelines and other equally important reminders to the general public.
Dili lamang usab kini punting ngadto sa mga implementors, punting usab kini ngadto sa tanan: Kun kaantigo kita nga ma-ikog, dili na ‘ta kinahanglang sitahon kun buyagon pa sa mga awtoridad. Bisa’g walay enforcers, angay atong bansayon ang atong kaugalingon nga tumanon ang tanang lagda haron tawhay ug magmalinawon ang atong pamuyo.
If each and every one follows the law strictly, law enforcement loses it penal or punitive necessity: Obedience becomes self-executing, done out of sincere appreciation of its significance and most certainly, not out of fear or remorse.
I hope the day will come nga ang tawo motamod sa tanang mga rekwisitos sa atong katilingban bisan kun walay magtan-aw kanato, bisa’g walay magbahad nga kita mabilanggo kun kita makasala.
The center of gravity of each and every regulation will no longer be the enforcer – now it will be the Responsible Citizen himself. Kun kana mahitabo, makasulti na gayud kita nga ang matuod nga kausaban, ang ‘Tunay na Pagbabago’ ato na gayung nasinatian.
