“There has always been a legal basis. We have existing ordinances and of course, the President also cited two additional legal basis. The first of which is dereliction of duty for the barangay officials who fail to prevent with knowledge these super spreaders events, at saka iyong reckless imprudence ‘no. So there’s always been a legal basis. But the President was also clear, the police should only utilize proportionate force ‘no against those who will defy agents of the law,” ani Roque.
