Nagsikap na bumuo ng isang regional startup development platform ang Higher Education Institution Readiness for Innovation and Technopreneurship–Regional Startup Enablers for Ecosystem Development (HEIRIT-ReSEED)
Sa nasabing kasunduan, sinang-ayunan naman ng DTI region 2 ang pagtulong sa mabilis na pagpaparehistro sa pamamagitan ng Negosyo Centers nito, Online Negosyo Center, at Business Name Registration System at Startup Venture Fund (SVF) at ang Pondo sa Pagbabago at Pag-asenso (P3) Program.
Pabor din ang ahensya na magbigay ng access sa Shared Service Facilities (SSF) at Fabrication Laboratories (FabLabs) na siyang magbibigay ng mga update sa papasok na lokal at international na mga kaganapan para i-promote ang kalakalan kung saan maaaring makiisa ang kanilang mga produkto at serbisyo, mentorship sa pamamagitan ng Kapatid Mentor Me (KMME) at tumulong sa marketing sa pamamagitan ng pagsasama ng mga promotional platform at marketplace gaya ng OTOP Hubs at trade fairs.
Kabilang sa mga nangakong tutulong ang Cagayan State University, Nueva Vizcaya State University, Isabela State University, Quirino State University, Department of Science and Technology Region 02, Department of Agriculture Regional Field Office No. 02, Department of Information and Communications Technology Region 02, Philippine Chamber of Commerce and Industry, at ang City Local Government Unit ng Tuguegarao.
