Pinapa-evaluate rin ng ICI sa Office of the Ombudsman sina Engr. Henry Alcantara, Engr. Brice Hernandez, at Mr. Eumir Villanueva dahil sa posibleng paglabag sa Anti-Graft and Corrupt Practices Act, Malversation at Falsification sa ilalim ng Revised Penal Code, Presidential Decree No. 1759, Government Procurement Reform Act, at Code of Conduct and Ethical Standards for Public Officials and Employees.
Ito’y kaugnay ng kanilang umano’y pagkakasangkot sa ghost flood-control projects sa Bagong Silang, Plaridel, Bulacan na nagkakahalaga ng ₱72.3 milyon.
Batay sa ulat ng Commission on Audit (COA), natuklasang walang naitayong riverbank protection ang Topnotch Catalyst Builders sa naturang lugar.
Kasalukuyan namang isinusumite ng ICI ang referral sa Ombudsman.
