Kinalampag ni Assistant Minority Leader at ACT-Teachers Partylist Rep. France Castro ang Senado na madaliin na ang pagpapatibay sa bersyon ng kanilang panukala na ilibre sa buwis ang honoraria at iba pang kompensasyon ng mga magsisilbi sa national at local elections.
“As elections draw near, we urge the Senate to urgently pass the counterpart bill exempting from taxes all amounts granted to election service volunteers in the national and local elections. Congress cannot let another election slip by and let the already measly honoraria and allowances of poll workers be taxed.”
Sinabi ni Castro na dahil papalapit na ang halalan sa susunod na taon, mahalagang maaprubahan na ng Senado ang counterpart bill upang bago pa ang eleksyon ay maipatupad na ang tax exemption sa honoraria at allowances sa mga guro at iba pa na magsisilbing mga poll workers.
Ang House Bill 9652 ay nakalusot sa ikatlo at huling pagbasa sa Kamara noon pang August 23, at agad na isinumite sa Senado sa sumunod na araw.
Sa oras na maging ganap na batas ay hindi na papatawan ng income tax ang honoraria, travel allowance at iba pang benepisyong ipinagkakaloob sa mga Board of Election Inspectors at iba pang magsisilbi sa halalan.
“Congress should also seriously consider increasing the allowances of our poll workers especially now with the COVID-19 pandemic, poll workers would most likely have to serve longer hours and is vulnerable as they are exposed not only from COVID-19 but also other dangers that come with serving in the elections.”
Bukod dito ay ipinakukunsidera rin ni Castro sa Kongreso ang pagtataas ng allowances sa mga poll workers dahil kailangang magtrabaho ang mga ito ng mas mahabang oras at lantad din ang mga ito sa sakit na COVID-19 ngayong may pandemya.
Pinatataasan ng kongresista ang honoraria sa ilalim ng Election Service Reform Act (ESRA); P10,000 para sa Chairperson ng Electoral Boards, P9,000 para sa members, P8,000 DepEd Supervisor Officials at P7,000 para sa support staff.
Habang P3,000 hanggang P5,000 naman ang hiling na travel allowance habang P2,500 naman sa meal allowance.
