Inihain ang Petition for Certiorari and Prohibition nina dating Executive Secretary Vic Rodriguez, Davao Representative Isidro Ungab, at Rogelio Mendoza laban sa Kamara sa pamumuno ni House Speaker Martin Romualdez, Senate President Chiz Escudero, at ES Bersamin.
Iginiit ng mga petitioner na labag sa konstitusyon ang GAA dahil naglalaman ng mga blangkong item ang Bicameral Committee Report.
