Itinalaga ni Pangulong Ferdinand Marcos Jr. si dating Budget Undersecretary Kim Robert De Leon bilang bagong kalihin ng Department of Budget and Management (DBM).
Si De Leon ay kasalukuyang Assistant Professor sa University of the Philippines (UP) National College of Public Administration and Governance sa Diliman.
Bago ang kaniyang appointment, nagsilbi siyang DBM undersecretary na nangangasiwa sa Organization and Systems Improvement at Information and Communications Technology Groups ng ahensya.
Naging Undersecretary for Administration and Finance din siya ng Department of Transportation (DOTr).
Nagtapos si De Leon ng kursong Public Administration bilang cum laude sa UP at may dalawang master’s degree sa Urban and Regional Planning at Public Safety Administration.
